統籌城鄉，穩妥推進城鄉發展一體化。以科學規劃為引領，以體制機制創新為核心，以統籌城鄉產業發展、、杜會發展、空間發展、基礎設施和公共服務設施建設為主要抓手，努力形成海南特色的城鄉發展一體化格局。
堅持以人為本，推進以人為核心的城鎮化，將風情小鎮建設作為海南城鎮化的重點，完善具有海南特色的城鎮體系，爭創特色城鎮化的實踐范例。
This section is about Hainan's planning for urban-rural integration and urbanization. Following scientific planning and focusing on mechanism innovation, Hainan aims to steadily promote urban-rural integration by coordinating industrial development, social development，spatial development，infrastructure construction and public service supply between the two areas. In terms of urbanization, it plans to put people first and prioritize the development of tourist towns to build an exemplary urban system with features unique to Hainan.
