設施共享
按照統籌布局、互聯互通、環境友好、適度超前的原則，科學構筑全省交通、水、電、氣和信息五大網絡，將基礎設施向鄉鎮延伸，全面提升基礎設施現代化水平，促進全島同城發展。
推進社會事業改革創新，加快教育、醫療衛生、文化等公共服務設施建設，構建覆蓋城鄉的基本公共服務體系，促進基本公共服務均衡配置，爭創基本公共服務均等化的實踐范例。
This section introduces Hainan's planning for infrastructure construction and public service supply. Following the principal of comprehensive arrangement, full interconnection, environmental friendliness, advance planning and full coverage, Hainan plans to build infrastructure networks of transportation, water, electricity, gas and information in a way that the whole province can benefit from modern infrastructure facilities. It also endeavours to reform and innovate its social programs, accelerate the development of public service utilities related to education, health and culture, and build a basic public service system covering both urban and rural areas so that It will become a model in ensuring equal access to basic public services for all.
以“全島同城.設施共享”為主題，重點展示海南的水利建設、電力建設、燃氣建設、信息工程和綜合交通等五大基礎設施網絡，以及教育、就業服務和農民增收、醫療衛生、公共文化體育等重大民生工程。
